They claimed American money was pumped into India to influence elections against the BJP. Six months later, these outlets had little to say.<\/p>\n<p data-start=\"225\" data-end=\"853\">On August 21, 2025, minister of State for external affairs Kirti Vardhan Singh <a href=\"https:\/\/www.mea.gov.in\/rajya-sabha.htm?dtl\/40036\/QUESTION_NO_308_USAID_FUNDING_IN_INDIA\" target=\"_blank\" rel=\"noopener\">informed<\/a> the Rajya Sabha that India did not receive any funding from the United States agency for international development (USAID) for voter turnout initiatives between 2014 and 2024. He cited communication from the US embassy in New Delhi from July, where the embassy categorically said that USAID had neither provided nor facilitated any such funding, nor had it conducted any voter engagement activities in India.<\/p>\n<p data-start=\"225\" data-end=\"853\"><a href=\"https:\/\/www.usa.gov\/agencies\/u-s-agency-for-international-development\" target=\"_blank\" rel=\"noopener\">USAID<\/a> was established in the 1960s to administer humanitarian aid programmes on behalf of the US government. It was the principal US agency that extended assistance to countries recovering from disasters, escaping poverty, and engaging in democratic reforms. The allegations levelled by Trump and Musk were serious but unsubstantiated. However, shows by several broadcast news outlets turned the allegations into judgements with charged political commentary attacking BJP critics.<\/p>\n<p>&nbsp;<\/p>\n<div id='gallery-1' class='gallery galleryid-303928 gallery-columns-3 gallery-size-large'><figure class='gallery-item'>\n\t\t\t<div class='gallery-icon portrait'>\n\t\t\t\t<a data-end=\"653\">The controversy surrounding the alleged $21 million USAID grant for voter turnout in India gained traction after the US department of government efficiency (@DOGE) announced on February 16, 2025, that funding to several countries had been cancelled, including a $21 million allocation for &#8220;voter turnout in India&#8221;.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">US taxpayer dollars were going to be spent on the following items, all which have been cancelled:<br \/>\n&#8211; $10M for &#8220;Mozambique voluntary medical male circumcision&#8221;<br \/>\n&#8211; $9.7M for UC Berkeley to develop &#8220;a cohort of Cambodian youth with enterprise driven skills&#8221;<br \/>\n&#8211; $2.3M for &#8220;strengthening\u2026<\/p>\n<p>\u2014 Department of Government Efficiency (@DOGE) <a href=\"https:\/\/twitter.com\/DOGE\/status\/1890849405932077378?ref_src=twsrc%5Etfw\">February 15, 2025<\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400\">Trump, too, amplified the claim that India was given money for elections. &#8220;&#8230;And $21 million for voter turnout in India. Why do we need to spend $21 million for voter turnout in India? Wow, I guess they (Biden administration) were trying to get somebody else elected. We have got to tell the Indian government,&#8221; he <a href=\"https:\/\/www.bbc.com\/news\/articles\/cn9vde5y1ezo#:~:text=%22I%20guess%20they%20were%20trying%20to%20get%20somebody%20else%20elected.%20We%20have%20got%20to%20tell%20the%20Indian%20government%2C%22%20the%20US%20president%20said%20at%20a%20summit%20in%20Miami.\" target=\"_blank\" rel=\"noopener\">said<\/a> at a summit in Miami on February 20. Three days later, he <a href=\"https:\/\/www.ndtv.com\/world-news\/donald-trump-usaid-doge-elon-musk-they-take-advantage-of-us-trumps-latest-jab-over-usaid-funds-for-india-7773752\" target=\"_blank\" rel=\"noopener\">reiterated<\/a> this: <\/span><span style=\"font-weight: 400\">\u201cWell, they don\u2019t need money. They take advantage of us. They are one of the highest-tariff nations in the world. They have a 200 per cent tariff, and then we give them a lot of money for elections\u201d.\u00a0<\/span><\/p>\n<p>In turn, the BJP used Trump&#8217;s words to attack the Opposition. BJP&#8217;s IT cell chief Amit Malviya led the charge.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">US President Donald Trump on 21 million dollar funding for voter turnout in India, \u201c\u2026I guess they were trying to get someone else elected. We have got to tell the Indian government&#8230; This is a total breakthrough&#8230;&#8221; <a href=\"https:\/\/t.co\/iRrNWdNWEM\">pic.twitter.com\/iRrNWdNWEM<\/a><\/p>\n<p>\u2014 Amit Malviya (@amitmalviya) <a href=\"https:\/\/twitter.com\/amitmalviya\/status\/1892409137155494051?ref_src=twsrc%5Etfw\">February 20, 2025<\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400\">Malviya also accused the Opposition of receiving funding &#8220;through various George Soros-linked fronts and a labyrinth of NGO structures to meddle with India\u2019s electoral process&#8221;.<\/span><\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">The desperation of the Congress and its ecosystem of journalists and influencers to deflect from the controversial USAID funding\u2014routed through various George Soros-linked fronts and a labyrinth of NGO structures to meddle with India\u2019s electoral process\u2014is a dead giveaway. It is\u2026 <a href=\"https:\/\/t.co\/JnGrSfXsv6\">https:\/\/t.co\/JnGrSfXsv6<\/a> <a href=\"https:\/\/t.co\/wHAl3ehqaw\">pic.twitter.com\/wHAl3ehqaw<\/a><\/p>\n<p>\u2014 Amit Malviya (@amitmalviya) <a href=\"https:\/\/twitter.com\/amitmalviya\/status\/1893898651124035588?ref_src=twsrc%5Etfw\">February 24, 2025<\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400\">However, amid this political battle and trading of allegations, several television media channels clearly took sides. They broadcast suggestive shows that attributed blame to Congress for using foreign aid to meddle with elections.<\/span><\/p>\n<h4 data-start=\"1467\" data-end=\"1661\"><strong>Republic<\/strong><\/h4>\n<p><span style=\"font-weight: 400\">On February 19, <a href=\"https:\/\/www.republicworld.com\/india\/usaid-s-hidden-agenda-in-india-sanjeev-sanyal-reveals-all-to-arnab-goswami-exclusive\" target=\"_blank\" rel=\"noopener\">Republic<\/a> broadcast an <a href=\"https:\/\/youtu.be\/61pLfql9fkI?si=IuCPKJT8Hzw5Vzl_\" target=\"_blank\" rel=\"noopener\">interview<\/a> with Sajeev Sanyal, a member of the Prime Minister&#8217;s economic advisory council. During the show, hosted by the channel&#8217;s editor, Arnab Goswami, Sanyal remained focused on the argument that USAID was allowing independent agencies to collect data and information that helped in deploying surveys where India did not fare too well:<\/span><\/p>\n<p>&#8220;In the last few years, this is a proliferation of indices, how do you think they popped up? They popped up because agencies like USAID, Soros\u2019 Open Society etc fund this layer upon layer. It\u2019s like money laundering where they create these agencies, you can&#8217;t really chase them\u2026. it\u2019s the same 4-5 guys funding layer upon layer of these international agencies\u2026 with that they create a certain narrative which then gets embedded into sovereign ratings, into academia, it is the data on which AI is trained\u2026&#8221;<\/p>\n<p><span style=\"font-weight: 400\">However, Goswami tried to steer the conversating into &#8220;naming the sellouts&#8221; <\/span>who took money that interfered in Indian elections. Sanyal maintained that they had no way of knowing. \u201c&#8230; We can infer it here and there, but ultimately the data lies with Americans&#8221;.<\/p>\n<p>While the basis of the debate were claims by Trump and Musk, the channel refrained from positing them as claims and instead broadcast them as facts.<\/p>\n<p><iframe loading=\"lazy\" title=\"Sanjeev Sanyal Exposes USAID&#039;s Interference In India&#039;s Elections In Shattering Interview With Arnab\" width=\"1290\" height=\"726\" src=\"https:\/\/www.youtube.com\/embed\/61pLfql9fkI?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>Again, on February 21, on his prime-time broadcast, Arnab Goswami described Trump\u2019s remarks as \u201cvery explosive,\u201d suggesting it revealed a dangerous \u201creality\u201d of alleged foreign funding to influence India\u2019s elections against the BJP and PM Modi.<\/p>\n<p>He claimed that a so-called \u201canti-Modi\u201d and \u201canti-BJP ecosystem\u201d was being financially supported by foreign entities. This ecosystem, according to him, was an extensive network comprising politicians, NGOs, activists, and media outlets who were \u201cselling the country\u201d and surviving on foreign funding.<\/p>\n<p>\u201c&#8230; Now we have <strong>proof<\/strong> that $21 million came just before the 2024 elections,\u201d he said without emphasising that this &#8220;proof&#8221; was claims by Trump and Musk, not documentary evidence. Throughout the segment, Goswami posed provocative and leading questions, such as: <em data-start=\"1124\" data-end=\"1185\">\u201c<\/em>Who is selling our country, Bharat, to foreign interests?\u201d\u00a0 He also referred to the \u201ccheats\u201d as \u201cMir Jafars\u201d to inflame nationalism.<\/p>\n<p>The senior anchor then went on to argue that these \u201csellouts\u201d were trying to undermine India\u2019s sovereignty by attacking Modi, discrediting the nation\u2019s developmental progress, and sowing social and political chaos. He accused them of masquerading as defenders of democracy who raised slogans like <em data-start=\"2030\" data-end=\"2059\">\u201cSanvidhan khatre mein hai\u201d<\/em> (the Constitution is in danger), while facilitating foreign-backed propaganda designed to interfere with India\u2019s electoral process.<\/p>\n<p>Visuals of Congress leaders Rahul Gandhi and Priyanka Gandhi participating in public demonstrations played on screen while he made these accusations.<\/p>\n<p>[youtube https:\/\/www.youtube.com\/watch?v=V18pnyBIqlw?si=QW6CPAuLGUu29F9a]<br \/>\nHe also referred to Rahul Gandhi\u2019s \u201croutine foreign trips\u201d to cities like London and Washington before major elections as his bid to maintain connections with \u201cdangerous anti-India forces,\u201d including US Congresswoman Ilhan Omar and US assistant secretary of state Donald Lu, who he labelled \u201cpro-Pakistan\u201d and \u201cIslamist\u201d sympathisers.<\/p>\n<p>Goswami just short or directly naming the Gandhi family. Instead, he said, \u201cI\u2019m not saying he [Rahul Gandhi] took the money. No&#8230; But it is quite clear that the people who took the money did not want Modi to be elected.\u201d Yet he continued questioning Gandhi\u2019s intentions and affiliations, casting aspersions based on the timing of his foreign visits.<\/p>\n<p>Without presenting evidence, Goswami also alleged that several media outlets amplifying \u201canti-India\u201d narratives and questioning India&#8217;s growth were also being sustained through foreign aid.<\/p>\n<p>In amplifying these unverified narratives, Republic blurred the line between journalism and political advocacy without critically examining Trump and Musk&#8217;s claims, which we now know were baseless.<\/p>\n<h4>Times Now<\/h4>\n<p data-start=\"135\" data-end=\"1112\">In a debate on February 17, less than 24 hours after the X post by DOGE, <a href=\"https:\/\/youtu.be\/GocJpYrveII?si=9S7S2BTkdT9NkQG8\" target=\"_blank\" rel=\"noopener\">Times Now<\/a> editor-in-chief Navika Kumar hosted a debate on how American dollars were used to undermine India&#8217;s democracy. She said that while the Congress party kept going on about tampering of electronic voter machines, &#8220;there is now proof in black and white&#8221; of Biden-era interference in the Indian election. DOGE, led by the world&#8217;s richest man and Trump&#8217;s right-hand man Elon Musk, cancelled Rs 180 crore approved under former president Joe Biden&#8217;s administration, she said.<\/p>\n<p>[youtube https:\/\/www.youtube.com\/watch?v=tWEe6Aj2mrg?si=BhlbSlTB4nEzBEg6]<\/p>\n<p data-start=\"135\" data-end=\"1112\">On February 20, during her prime-time show Newshour, Navika Kumar held a longer debate on the issue. While the discussion was ongoing, tickers such as &#8220;BJP sees \u2018Soros anti-Modi ploy'&#8221; and &#8220;Who sold desh to defeat Modi?\u201d displayed across the screen.<\/p>\n<p data-start=\"135\" data-end=\"1112\">The debate was largely focused on a foreign ploy to defeat Modi at the 2024 general election.<\/p>\n<p class=\"p1\">&#8220;Aap chronology samajhiye. Prime Minister Modi told me ahead of the elections that foreign powers were trying to rig Indian elections. Elon Musk confirmed that. Yes, indeed, the Biden government and the deep state funnelled funds into India and today President Trump has vindicated PM Modi, saying that someone in the United States didn&#8217;t want Modi to return to power&#8230; Yes, we still don&#8217;t know who the recipients of the $21 million were, what they used this fund for, but we do know that Trump has said there was a foreign ploy to defeat Modi in 2024&#8230; So, who would benefit if Prime Minister Modi lost the 2024 elections?&#8221; she said.<\/p>\n<p data-start=\"135\" data-end=\"1112\">Soon after, Navika went into &#8220;decoding the link&#8221; between the Congress and these foreign funds. Showing funding details and clips from Rahul Gandhi&#8217;s speeches abroad, she said that he sought foreign help and &#8220;parrots&#8221; George Soros&#8217;s words. She also reminds readers that the US had cancelled Modi&#8217;s visa in 2005 over his alleged role in the Godhra riots. &#8220;No such action was taken against any Congress prime minister or chief minister after riots during their regime,&#8221; she added. Bringing up the US&#8217;s stance on the Modi government&#8217;s alleged inaction against minorities, she quipped: &#8220;Why are India&#8217;s internal matters a concern for Americans and did they have puppets in India through whom they tried to push such narratives?&#8221;<\/p>\n<p data-start=\"135\" data-end=\"1112\">Throughout the 40-minute show, little was said about examining Trump&#8217;s claims critically, especially considering the US President has, on several occasions, shared misinformation and hurriedly made remarks on social media to blame Joe Biden&#8217;s administration. Somehow, the show turned into a bashful discussion about Congress and Rahul Gandhi and their foreign links. She even says that Trump has stirred a hornet&#8217;s nest in the &#8220;<em>Samvidhaan bachao ecosystem<\/em>&#8221; (referring to Congress).<\/p>\n<p data-start=\"135\" data-end=\"1112\">&#8220;Is it a coincidence that time and again allegations of Cambridge Analytica changing the narrative, all of them come and stop at Congress&#8217;s doorstep?&#8230; Is the Congress completely exposed?&#8221; she said while asking a BJP spokesperson to speak on the issue. As she moved on to the next panellist, she began with another leading question: &#8220;The fact that Rahul Gandhi goes abroad and says that Europe and America should intervene because democracy is in danger. Not one Opposition party raises a hue and cry that how can an Indian leader ask for intervention from foreign powers from foreign countries into the Indian democratic system. You are weakening your own democracy and then you come and carry the Constitution copy in Parliament almost as if you are under attack.&#8221;<\/p>\n<p data-start=\"135\" data-end=\"1112\">When a Samajwadi Party panellist pointed out that if this aid was given to boost voter turnout, clearly BJP had an advantage because they emerged as winners, not the Opposition, Navika asks the BJP to respond. Shivshankar argued that Trump\u2019s statements had made the so-called \u201canti-Modi ecosystem\u201d in India \u201cvery, very nervous,\u201d and described the ecosystem as one built on hollow claims of defending democracy and free speech.<\/p>\n<p data-start=\"1174\" data-end=\"1671\">In his opening remarks, he highlighted how Trump had, over the course of a week, repeatedly referred to $21 million spent on India by USAID to influence voter turnout. He added that while the specifics of USAID\u2019s operations may not be fully known from India, \u201cthose within the system\u2014like Trump\u2014surely know what they\u2019re talking about, at least for their own people.\u201d<\/p>\n<p data-start=\"1673\" data-end=\"2035\">Despite the emphasis on \u201cfacts,\u201d Shivshankar did not question Trump\u2019s assertions, nor did he seek corroborating evidence. Instead, he appeared to accept the US president\u2019s statements at face value.<\/p>\n<p data-start=\"1673\" data-end=\"2035\">He cited a \u201chighly-placed source\u201d claiming that over $3,000 billion had flowed into India since 2015 through a network of organizations. Shivshankar then quipped, \u201cClearly, Modi didn\u2019t need their money. But why was the UPA (Congress-led United Progressive Alliance) so needy?\u201d He also cited the source as saying that it was NGOs and not the government that received substantial USAID funds post-2015, including <span style=\"font-weight: 400\">Catholic Relief Services, which was granted $218 million, and CARE International, which received $208 million. &#8220;Additionally, the Organised Crime and Corruption Reporting Project (OCCRP), which has been accused of publishing reports allegedly targeting the Modi government, received $47 million,\u201d he said. He also added that the source mentioned USAID-backed programs such as InterNews, which trained Indian journalists, were allegedly intended to \u201cshape media narratives\u201d demeriting the Modi government.<\/span><\/p>\n<p data-start=\"1673\" data-end=\"2035\">Shivshankar&#8217;s claims regarding who received the funding were explosive but lacked documentary proof and relied solely on the words of a &#8220;highly-placed&#8221; but unnamed source. The anchor referred to DOGE and Trump&#8217;s statements as fact while questioning the data-led investigation by IE. He claimed the article \u201cmixed things up,\u201d adding that BJP sources had clarified the $21 million was \u201cto be sent\u201d to India, but the grant was ultimately scrapped. He did not explain the quagmire of these mixed-up claims.<\/p>\n<p data-start=\"4380\" data-end=\"4827\">He further cited BJP\u2019s Amit Malviya, who dismissed The Indian Express report by alleging that the newspaper failed to disclose its connections to George Soros, who has been accused by the BJP of funding anti-Modi narratives. Similarly, <a href=\"https:\/\/www.business-standard.com\/politics\/elon-musk-led-doge-nixes-21-million-us-grant-for-voter-turnout-in-india-125021600532_1.html\" target=\"_blank\" rel=\"noopener\">Business Standard&#8217;s<\/a> report was titled &#8220;DOGE nixes $21 million US grant to increase India&#8217;s &#8216;voter turnout'&#8221;. The piece merely highlighted political reactions, particularly comments from Malviya, who used the claim to target the Congress party.<\/p>\n<p>It was only the <a href=\"https:\/\/indianexpress.com\/article\/express-exclusive\/usaid-funding-team-elon-musk-flags-donald-trump-waves-but-a-fact-check-21-million-did-not-go-to-india-for-voter-turnout-was-for-bangladesh-9847463\/\" target=\"_blank\" rel=\"noopener\">Indian Express<\/a> that independently verified the authenticity of the $21 million claim, instead focusing on who said what and stoking the controversy. <span style=\"font-weight: 400\">Its report, which was part investigation and part fact-check, was published on February 22, identified that the aid was given to Bangladesh. A USAID Political Processes Advisor in Dhaka confirmed this on social media while on a US visit in December 2024: \u201cThe USAID-funded $21 million CEPPS\/Nagorik project\u2026 which I manage.\u201d&#8221;<\/em><\/p>\n<p>On February 22, <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/02\/22\/india-doge-usaid-trump-modi\/\" target=\"_blank\" rel=\"noopener\">Washington Post<\/a> also weighed in on the controversy. Three US officials familiar with USAID operations dismissed DOGE\u2019s announcement as inaccurate. One of them told the publication, &#8220;<span style=\"font-weight: 400\">We were all shocked to see that claim from DOGE.
