The 2016-17 annual report by Ministry of Home Affairs has used a 2006 photograph of the Spanish-Moroccan border in the city of Ceuta shot by <a href=\"http:\/\/www.panoramio.com\/photo\/84403#\" target=\"_blank\">Javier Moyano<\/a>.
