A reverse-image search of the video’s keyframes took us to link on findglocal.com which said that the incident took place in Pakistan’s Karachi. The link was posted on August 7, 2020. According to a report in The Tribune, “Two motorcyclists were injured when a large billboard came loose and collapsed on them near Metropole Hotel during heavy rainfall on Thursday…Following the incident, the Karachi commissioner’s office issued a notification on Friday ordering the immediate removal of billboards and other advertisement material from the city’s streets in order to avoid loss of human life and damage to property.”
Pakistani news channel CMTV uploaded a video of the incident on August 10, 2020.
A three-month-old video is therefore circulating on social media as strong winds during Cyclone Nivar in Tamil Nadu blowing away a hoarding thus, injuring motorcyclists.
